A United Nations (UN) agency published a report on Wednesday stating that Israel has imposed a system of apartheid in order to maintain racial domination over the Palestinian people.

The report, titled Israeli Practices towards the Palestinian People and the Question of Apartheid by The United Nations Economic and Social Commission for Western Asia (ESCWA) established, “on the basis of scholarly inquiry and overwhelming evidence, that Israel is guilty of the crime of apartheid” and that “the fragmentation of the Palestinian people is the core method through which Israel enforces apartheid.”

The report found that Israel maintains an apartheid regime by administering Palestinians under different bodies of law, identified as constituting four legal domains, concerning Palestinian citizens of Israel, Palestinian residents of the Gaza Strip and the West Bank (excluding East Jerusalem), Palestinian residents of East Jerusalem, and finally Palestinian refugees and exiles.

1.7 million Palestinians, who are citizens of Israel and of which 300,000 live in East Jerusalem, experience domination and oppression solely because they are not Jewish through inferior social services, restrictive zoning laws, limited budget allocations benefitting their communities, formal and informal restrictions on jobs and professional
opportunities, and though the segregated landscapes of their places of residence.

The Palestinians in East Jerusalem also experience expulsion from their homes and house demolitions “consistent with a project of ethnic engineering of Greater Jerusalem, and suffer harsher treatment at the hands of the security forces”, the report said.

While Palestinians in occupied Palestinian territory are governed by military law, as a permanently alien population, some 350,000 Jewish settlers are governed by Israeli civil law shows a racial character as “all West Bank settlers are administered by Israeli civil law on the basis of being Jewish, whether they are Israeli citizens or not.”

The Israeli UN ambassador Danny Danon called upon the UN to “disassociate itself from these biased anti-Israel elements” behind the report while Israel’s Foreign Ministry spokesman likened the report to Der Sturmer, an anti-Semitic German Nazi propaganda publication.

UN spokesman Stephane Dujarric told reporters in New York that the report did “not reflect the views of the secretary-general (Antonio Guterres).”
